资源枯竭型城市产业转型研究面临的问题

资源枯竭型城市产业转型与城市的社会稳定和可持续发展紧密相关。国外资源枯竭型城市产业转型研究始于 2 0世纪 5 0年代 ,但由于自然条件、社会意识、政策制度等差异较大 ,国外成功的模式在认识和解决我国工矿城市中的问题时值得借鉴、但不能照搬。国内此方面研究始于2 0世纪 80年代 ,接替产业选择、产业链条延伸等一系列关键问题急待找到依据和方法。其产业转型依据和方法的研究必须注重以下 5方面关键问题 :(1)产业转型的功能定位是研究者首先应该考虑的问题 ;(2 )产业转型要由传统的资源导向型的思维向市场导向型思维转变 ;(3)产业转型应正确发挥企业与政府的作用 ;(4 )产业转型的产业链条延伸必须依靠人力资源和科技力量 ;(5 )产业转型与社会稳定的核心问题是消化和转移就业

The Problem for Researching Industrial Transformation of Resources-exhausted City

There is close relation between industrial transformation of resources-exhausted city and the social stability and sustainable development of the city. The abroad research of resources-exhausted city began from the 50's of 20 centuries, but due to great difference in nature term, social consciousness, policy system etc, their successful modes abroad may be used for reference and can't be copied. National research of industrial transformation of resources-exhausted city began from the 80's of 20 centuries,the basis and method for a series of key problems need to be foundout,for example, the choice of relayed industry,extension of industry chain etc. The research of the basis and method of industrial transformation must address 5 key problems below:(1) The first problem is the position of the industrial transformation;(2) The industrial transformation demands traditional resources-leading thought to be a market one;(3) Industrial transformation should develop the business enterprise and governmental function properly;(4) The extension of the industry chain must depend on the human resource and the technology;(5)The core problem of industrial transformation and social stability is to undertake and transfer the employment.
