| 摘 要： | 1901-1911年,清政府在内忧外患的困境中,实施新政,并以此为契机开始了扫除旧狱积弊、重于教化、严于管理的监狱制度近代化演变历程。1901-1905年属于探索、酝酿阶段,1905-1911年属于实质性改良阶段。

| Abstract: | From 1901 to 1911,Qin government carried out new policy while it was confronted with domestic trouble and foreign invasion.Based on it,the government began to eliminate malpractice in prison and to focus on civilizing and severe management,which is the development of prison system in modern history.The period between 1901-1905 was the period of preparation.From 1905 to 1911,real improvement started. |
