我国建设世界一流大学的政策回顾与政策困境

建国六十年来,我国世界一流大学建设政策大致分为重点高校身份赋予、国家重点建设项目、大学＂精英阶层＂形成等三个阶段。政策实施虽然有其积极的一面,但也存在着择优重点和均衡发展、行政主导和大学自由、政府＂钦定＂和市场竞争、体制落后和资源堆砌等矛盾。提出了以彰显大学精神及现代大学制度的政策回应措施。

The Policy Retrospection and Policy Quagmire on Construction of the First Class University in China

Over the past 60 years,the policy on construction of the first class university in China can be divided into three stages： vest with dignity of priority university,state key construction project,and the ＂alma stratum＂ of university.Policy enforcement have positive role,but there exist four conflicts,such as choosing excellent priority and balancing development,the administration leading factor and university s freedom,＂made by imperial order＂ from government and market competition,system falling behind and resource piling up. It should adopt countermeasures from reinforcing the system environment and constructing modern university system.
