| 摘 要： | 以邓小平理论为指导，认真分析当前正在进行的高校内部管理体制改革状况及其问题，提出高校内部管理体制改革的首要任务应是人的思想解放和观念更新。同时，就如何解放思想提出积极变革思维方式、勇于实践、积极参与内部管理体制改革、认真制定改革的配套性措施等建议。
