CEPA的制度经济学分析

如果说“一国两制”解决了祖国统一的大问题,那么CEPA则是试图解决“两制”情况下香港、澳门与祖国内地如何进行市场经济的问题。CEPA作为一种获得潜在利益的制度安排,无论对港澳还是内地,都是一种“双赢”的制度安排,它表现出社会总福利增加的制度效应。同时,CEPA作为一种制度变迁,其实施的主体是政府,但不确定性和政府及其官员在认知上的缺欠,也会加大制度变迁的成本。

An Analysis of Institutional Economics of CEPA

If it could be said that "one nation with two systems" solves a grand issue of national re-unification, then CEPA is trying to solve the issue of how to engage in the market economy of Hong Kong, Macao and inland of China in the two "systems". CEPA, as an institutional arrangement to have gained potential benefit, is the one that "both sides win" for Hong Kong-Macao and the inland, which manifests an institutional effect on the total increase of social welfare. Meanwhile, in an institutional evolution, the CEPA's operational subject is the government, the cost will be increased by an uncertainty and an absence of knowledge among the government and its officials.
