| 摘 要： | 实现京津冀协同发展已成为一项重大国家战略。在这一背景下，河北省产业的转型升级既存在难得机遇，又面临严峻挑战。承接京津产业应处理好引进高端项目与适用项目、产业项目与产业要素、产业承接与产业对接、产业转移与产业升级等关系，建立财政协调机制，规范财税优惠政策，完善财政支出方式，调整财政扶持领域。

| Abstract: | Beijing-Tianjin-Hebei integration ranks as top policy. Industrial transformation and upgrading in Hebei has opportunities and challenges as well. We should well balance the advanced project and suitable project, the in- dustrial project and industrial factor, industrial undertaking and industrial connection, industrial transformation and upgrading. We should establish finance coordinated mechanism, standard finance and taxation preferential policy, perfect financial support and adjust areas that accept financial support. |
