| 摘 要： | 我国高校科技成果转化率十分低下,不利于经济的健康发展.分析我国高校科技成果转化效率低下的原因,不难发现,我国法律制度存在着诸多缺陷和不足.本文通过对国外高校科技成果转化过程中政府立法经验的分析借鉴,最后提出提高我国高校科技成果转化率的立法建议.

| Abstract: | The ratio of the transformation of scientific and technical achievements is still very low at present in China,and a great deal of them still stay on the paper.This paper analyses the reasons of the problem from legislation environment,and also analyzes the government legislation in the process of sci-tech research achievements transferring in universities in other countries.At the end,some legislation measures about promoting the transformation of scientific and technical achievements are put forth. |
