政治文明论纲——基调、体系与方法

政治文明研究应当强调政治学方法与宪法学方法结合的重要性,尤其需要体现政治学视野和宪法学逻辑的有机结合。在政治学视野和宪法学逻辑相结合的层面上,可以建构政治文明建设的基本框架:民主政治———党的领导与稳健的政党制度———有序的政治参与和发展着的公民政治权利———有效的分权体制及其保障着的国家权力与公民权利相互关系———宪法与宪政。在民主宪政即宪法政治的框架内,实现党的领导、人民当家作主和依法治国的有机结合和辩证统一,是建设社会主义政治文明的必经之路。

Compendium of Political Civilization--The Keynote,System and Methodology

In recent years, political civilization has been the common themes of political science and Constitutional theory. The skeleton of political civilization could be built on the basis of combination of the view of political science and logic of Constitutional theory, which is democracy, lead of the Party and stable political system, well-ordered political participation and developing political rights, effective power division and the relations between power and rights,constitution and constitutionalism. In the scheme of democratic constitution, that is, constitutional politics, it is a necessary way of socialistic political civilization to realize the integration and unification of the people's mastership and the rule of law.
