国际气候治理的制度分析

气候变化是21世纪人类社会前所未有的地缘政治与经济议题,它将改写有关和平、发展与繁荣的全球方程,应对气候变化需要国际社会的共同行动。当前,在国际气候治理的制度化趋势日益明显的背景之下,全球气候变化的严峻形势已经对国际气候制度建设提出了更高的要求。但由于气候制度本身存在诸多的＂先天缺陷＂,导致推动气候制度改革与气候治理深化的过程异常艰难。针对当前气候治理现实与国际政治经济形势,在全面分析影响气候制度建设的国际环境因素之后,对推进未来国际气候制度的发展提出若干建议,这具有十分重要的理论价值和现实意义。

An Analysis of the System of International Climate Governance

Climate change is the pre-eminent geopolitical and economic issue of the 21st century,because it rewrites the global equation for development,peace and prosperity.Tackling the problem of climate changes needs the whole international society＇s co-action.Nowadays,in the context of the increasingly institutionalized trend of international climate governance,the severe situation of global climate change has led to higher demands of constructing international climate system.But as a result of many ＂birth defects＂ which climate system itself owns,the process of improving climate system and intensifying climate governance has become extremely difficult.Therefore,in connection with the present facts of climate governance and the situation of international political economy,it is of great significance to bring forward some suggestions for pushing the development of international climate system in the future,by comprehensively analyzing the international environmental factors which influence the construction of climate system.
