中外文化遗产资源管理体制的比较与启示

从行政管理学的角度,对中外文化遗产资源管理现状进行了比较及效应分析,认为中国在融入国际体系中应结合自身特点,借鉴国外先进经验,构建合理的组织体系与权限分配,以保护法为核心的遗产法律、政策环境,选择恰当的遗产管理模式和经营模式,建立广泛的参与机制,以此改善和建立有效的中国文化遗产管理体制。

A Study on Comparison and Analysis of Chinese and Foreign Cultural Heritage Management System

From the angle of public administration,comparison and analysis of the status quo of the management of resources of foreign and Chinese cultural heritage is carried out considering that when getting into the international system,China should construct a rational organizational system and authority extent distribution by combining its own traits and using foreign advanced experiences as reference.It is necessary for China to select adequate heritage management and operation mode by use of the heritage law with the protective law as the core,and political environment,and construct extensive participation mechanism to improve and form efficient management mechanism for Chinese cultural heritage.
