关于国防军工企业改革与发展若干问题的思考与对策

国防军工企业目前可谓是“内忧外患”,在市场经济不断深化的今天,军工企业在求发展的同时,也面临着巨大的挑战。一方面由于自身潜质有待激活,企业内部各项机制有待健全。如管理机制、激励、约束机制等都还不完善,财务预算和重大决策缺乏足够的论证;另一方面,市场环境不成熟,军工企业尚不足以作为独立的市场主体出现。对以上问题,本文进行了分析,并提出以下举措:明确制定企业发展战略、加强各项体制的创新与完善、发掘人力资本的潜力、不断深入技术创新、建构企业文化。
