| 摘 要： | 虽然以总统黎元洪与总理段祺瑞之间冲突为代表的府院之争是袁世凯故亡后北京政治的典型特征,但是在承认既有权势的基础上,并不妨碍对影响政治发展的其他因素的考察。通过对府院之争中的国会(侧重在野势力)运作及其角色的初步考察,增进对这一时期政治变化的认知。

| Abstract: | The controversy between President Li Yuan-hung and the Prime Minister Duan Qirui is the typical state of Beijing Politics after former President Yuan Shikai's death.On the basis of the existing power,we can study the other factors that influence the development of Beijing Politics.This paper attempts to examine the operation and role of the Parliament,especially the opposition forces.The purpose is to promote the understanding of political change during this period. |
