网络监督体系化研究——以网络反腐法治化为切入点

近些年，以网络反腐为代表的网络监督逐渐成为社会热点。从周久耕、杨达才、雷政富、刘铁男到上海市高级人民法院的四名法官，网络反腐的巨大威力令人鼓舞，网络已成为我国反腐的重要平台。与传统和体制内的反腐路径相比，网络反腐有其独特优势；但网络反腐又是一把双刃剑，在发挥巨大作用的同时，有其本身难以克服的局限性。因此，只有加强网络反腐与制度反腐的对接，完善相关配套措施，网络反腐的潜在威力才能更好地取得实效。依托网络反腐的法治化推进，网络监督的体系化势在必行，网络监督体系化的路径选择已成为迫切需要解决的问题。

Network Supervision System from the Prospective of Network Anti-corruption Legalization

In recent years, the network supervision which is symbolized by network anti-corruption has gradually become a hot spot of the society. From Zhou Jiugeng, Yang Dacai, Lei Zhengfu, Liu Tienan, to the four judges of the Supreme People＇ s Court of Shanghai, the great power of network anti-corruption is encouraging. The network has become an im- portant platform for China＇ s anti corruption. Compared with the traditional path within the system, network anti-corrup- tion has its distinct advantages. However, network anti-corruption is a double-edged sword, which has its own limitations difficult to overcome. Therefore, only strengthening the connection of network anti-corruption and institutional anti-cor- ruption, improving the relevant supporting measures, the potential power of network anti-corruption can obtain actual effect. Relying on the promotion of network anti-corruption ruled by law, the systematization of network supervision is im- perative. Path selection of network supervision system has become an urgent problem to be solved.
