独联体成员国《示范互联网调整基准法》的基本内容及对我国互联网管理立法的启示

Besides, the nation should have explicit obligation to promote the development and utilization of Internet infrastructure, as well as to guaran- tee the equal access to Internet services. Legal action conducted through the Internet should be determined according to the time and place of its implementation by the subject, under the principle of Regional Jurisdiction. Meanwhile, Regis- tration Authority of domain name is entitled to override a domain name where it violates any laws in China and abroad or domain names used by administrators for activities prevented by the domestic statutes.
