| 摘 要： | 为研究高校毕业生就业保障机制的构建问题,从构建高校毕业生就业保障机制的必要性和具体措施两个方面展开,构建的必要性包括：促进高校毕业生就业市场供求平衡的需要;扭转高校毕业生就业率不断下降趋势的需要;提高高校毕业生就业竞争力的需要,具体措施建议有：加强宏观调控,完善就业市场;加强就业指导,做好“产品”营销;树立全新的就业观念。
