| 摘 要： | 构建和谐社会,关系到巩固党执政的社会基础,关系到党能否完成肩负的历史任务,关系到党的事业的兴旺发达和国家的长治久安。它对党的执政能力建设提出了新的更高的要求,党要转变执政理念、加强制度建设、激发社会各阶层的创造活力、推进社会公平、促进党内和谐,不断提高构建和谐社会的能力。
