走中国特色城市化道路的历史必然性

世界普遍规律与国情有机结合,形成中国城市化模式:坚持大中小城市和小城镇协调发展,走中国特色城镇化道路。它是完整意义上的主动式、内生型现代化的必经阶段以及第三步发展战略的科学选择;同时也是"三农"非农化转移的根本出路、城乡融合的有效载体和全面建设小康社会的核心工程。它面临机遇和挑战。历经家庭承包制、乡镇企业、小城镇建设和城乡一体化等四个阶段的农村城镇化,是中国特色城镇化的初级阶段。城镇化总体目标应与小康社会建设相适应,必须澄清"问题论"限制论"和"均衡论"等认识误区,并根据经济发展不平衡规律,对东中西三大地区因地制宜,扬长避短。改革城镇化体系和制定科学政策,包括户籍管理制度改革、劳动力市场培育、用地制度的完善、投融资新体制的建立和区划的重新调整等。

As for the eastern, central and western regiones of China, suitable measures should be taken to meet local conditions and make best use of the advantages according to the law of unbalanced development of economy. The reform of urbanization system and the design of scientific policies for the purpose should cover the following: reform of household registration management, cultivation of the labor Market, perfection of the land utilization, establishment of new investment system, and readjustment of administrative divisions.
