| 摘 要： | 国家虽逐年加大对公立医院的投入,但由于医院数量众多,资金仍存在巨大的缺口。积极地利用社会资本,充分发挥市场机制的作用,对缓解资金紧张的瓶颈有着重要的现实意义。目前各医院都在积极地通过银行贷款、金融租赁、商业信用等方式筹措社会资金,而医疗保障水平的提高和地区经济发展也促使社会资本愿意注资公立医院的建设。对个中的医院融资决策权错位和潜在的财务风险要及时加以纠正和防范,要通过完善医院管理体制和支付制度,规范利用社会资本的行为。
