晚清报禁方式探析

晚清新思想、新学说以书报为媒迅速传播。政府通过软性和硬性控制,加强对报刊的检控,以规范意识形态,控制各种思想,稳定统治。但是清廷希望通过书报检查来掌控意识形态的预期目的并未达到。相反,清政府的报禁激化了社会矛盾,刺激了被禁书报的广泛传播,也在一定程度上加剧了革命运动的发展。但清政府因报禁而制定的引以为据的系列法律法规,客观上加速了近代新闻出版建设的法制化和制度化进程,可谓清末报禁政策的另面影响。
