| 摘 要： | 党的十六大以来，以胡锦涛为总书记的党中央提出了科学发展观的重要思想，为我国改革开放和社会主义现代化建设提供了新的时代坐标。科学发展观，不仅要贯穿于我国的经济社会发展，而且也要贯彻于政治发展和党的建设领域。当前，加强和改进新形势下党的建设是全党的重大政治责任，要完成好这一历史使命，以改革创新精神全面推进党的建设新的伟大工程，具有纲举目张作用的，是着眼于以科学发展观构建科学党建观，全面认识和自觉运用执政党建设规律，推进党的建设科学化、制度化、民主化。

| Abstract: | The concept of scientific development has provided a new era coordinate for China＇s reform and opening up and socialist modernization. The construction of China＇s Communist Party should also adhere to the concept of scientific development. We should promote the construction of the Party with the spirit of reform and innovation and promote the scientific, institutional and democratic construction of China＇s Communist Party. |
