减税及优化中央与地方分配关系——关于增强长三角区域发展活力的分析

进入新世纪以后，长三角两省一市经济增长速度在全国的位次出现下降。即使国务院于2008年出台关于长三角地区改革开放发展指导意见后，这一局面并未有较大改善的迹象。当前亟需中央政府采取减税，以及优化中央与地方分配关系等政策，以让长三角“下更多的金蛋”。

Tax cuts and optimizing the allocation relationship between central and local government——analysis on enhancing the vitality of the Yangtze River Delta regional development

Enter the new century, the economic growth of two provinces and one city in Yangtze River Delta region declined in the country＇s ranking, even though the State Council in 2008 issued guidance on the development of reform and opening up in the Yangtze River Delta region, the situation has not greatly improved. So the central government needs to adopt policy of tax cutting and optimizing the allocation relationship between the central and local government to promote the economic development in Yangtze River Delta region.
