论中国教育行政部门问责制度的构建

教育行政问责是当前发达国家提升公共教育资源使用效率、提高教育质量的方式之一。实施教育行政部门问责制有利于提高教育官员的责任意识,为教育改革与发展提供重要的制度保障。中国的教育行政部门问责也不断推展。借鉴国内外行政问责制及教育问责制的理论方法,研究目前中国教育行政部门问责过程中出现的问题,建构中国教育行政部门问责制的理论和操作框架,力求对教育行政部门问责制的发展发挥指导作用。教育行政绩效问责需要以科学评估为依据,以责任追究为最后手段。教育行政问责制要想取得实效,需要加强政治、社会、文化方面的配套改革。

Construction on the Accountability System of Education Administrative Department in China

The accountability system of education administrative department is one of the ways to enhance the efficiency of public education resource and improve the quality of education.Implementation of the administrative departments of education accountability system will improve the awareness of officials＇ responsibility for education reform and development of an important institutional guarantee.It also has been promoted in China.This paper discussed theories and methods on administrative accountability system home and abroad,explored problems arising in the course,constructed the framework of the theory and operation and tried to make it play a guiding role in the construction of education accountability system.Educational Administration performance accountability needs to be based on scientific assessment to accountability as the last resort.To make the educational administrative accountability system be effective,the political,social,cultural reform need to be strengthened.
