关于经济软环境的基本理论研究

软环境大体包括政治、法律、社会、经济环境等内容,对于经济主体具有保证、引导、激励、规范与约束等基本功能,由决策者、政策法规、执行者、运行渠道、监控机制等要素构成。优良的软环境是良性循环的起点,不良软环境是企业获取经济利益的阻碍因素。软环境的作用方式有直接和间接两种,对经济的影响可分为刚性和弹性两部分。对经济环境尤其是软环境的深入研究,对于促进区域经济发展,特别是推动民营经济的发展具有重要意义。

Study on the Fundamental Theory of Economic Soft Environment

Soft environment composed of decision-makers, executants of policies and laws, operating channels and monitor mechanism, covers the contents in politics, law, society and economic environment, etc., and functions for security, guidance, encouraging, standardizing and restriction. Good soft environment is the beginning of virtuous circle, while bad one the obstructive factor of enterprises to obtain economic interests. The direct and the indirect are two modes of action of soft environment, respectively affecting economy in inflexibility and in elasticity. The further study on economic environment and soft environment is of great importance in promoting the development of the regional economy, particularly the private-sector economy.
