关于智慧高铁全生命周期经济性研究的思考——以京张高铁为例

智慧高铁全生命周期经济性研究包括对智慧高铁全资产、全产业链和全生命周期的智能化技术经济战略、策略和方法的研究。智慧高铁全生命周期经济性研究对我国智慧高铁建设发展意义重大。根据京张高铁的实践,智慧高铁全生命周期分析框架可以从建设和运营两个阶段来考虑,建设阶段包括工程设计、工程施工、装备建造、车站建设四个方面,运营阶段包括设备维修、运行安全、灾难防护、能源环境、运输组织、企业管理、服务质量七个方面。智慧高铁全生命周期经济性研究应涵盖五大研究方向和三大核心问题。五大研究方向,即:智慧高铁经济理论内涵、生产函数系统模型、产业生态链复杂经济性、经济社会复杂经济性、激励机制规划设计。三大核心问题,即:智慧高铁全生命周期的技术先进性与经济合理性最佳结合问题、智慧高铁产业生态链可持续发展理论与方法论问题、全生命周期下经济社会复杂经济性的理论和关键技术问题。

Thoughts on the Full-Life-Cycle Economy Study of Intelligent High-Speed Railway: Take the Jingzhang High Speed Rail as an Example

The research on the full-life cycle economy of intelligent high-speed railway includes the whole assets,the whole industry chain and the whole life cycle of intelligent technology and economy strategy,and is of great significance to the construction and development of intelligent high-speed rail in China.Taking JingZhang High Speed Rail as an example,this paper proposes that the full-life-cycle analysis framework of intelligent high-speed railway consists of two stages and eleven aspects,that is,the construction stage which includes engineering design,engineering construction,equipment construction and station construction,and the operation stage which includes equipment maintenance,operation safety,disaster protection,energy environment,transportation organization,enterprise management and service quality.Finally,it summarizes five key research directions and three core issues for carrying out relevant economic research.The five research directions are the economic theory connotation of intelligent high-speed rail,the model of production function system,the complex economy of industrial ecological chain,the complex economy of economic society,and the planning and design of incentive mechanism.The three core issues are the optimal combination of advanced technology and economic rationality of the whole life cycle of intelligent high-speed rail,the theory and methodology of the sustainable development of the ecological chain of intelligent high-speed rail industry,and the theory and key technology of the complex economy of economic society under the whole life cycle.
