加入WTO后中国土地利用问题研究

加入 WTO是中国经济社会发展的又一个里程碑 ,必将对中国的土地利用产生深刻的影响。加入WTO前中国的土地利用状况与当时的具体国情分不开 ,存在着一系列的问题 :封闭式的土地利用系统 ;重视对耕地的保护 ;土地生态安全性低等。加入 WTO后中国土地利用面临粮食总体过剩、城镇化的推进、生态建设的需要等新的形势 ,要求在土地利用中制定土地利用优势区规划和有弹性的农用地平衡政策 ,构建土地利用的安全体系和耕地保护预警系统 ,做好耕地保护工作。

Study on the Problems of Land Utilization in China After Entering WTO

Entering WTO is another milestone in the economic and social development in our country, and its significance is deep and far-reaching. China, as a member of WTO, participates the world-wide economy and trade under the framework of WTO. She will meet challenge as well as opportunity at the same time, which will deeply influence the land utilization in our country. This article firstly reviews the present situation of land utilization in our country; Secondly it analyses the challenge we will face on the land utilization after entering WTO; Thirdly we think deeply the conception of land protection, the need for cultivated land, the balance of cultivated land. Finally, it raises the countermeasures that we should adjust the land use structure after our country enters WTO.
