| 摘 要： | 选择具有引领能力的若干高新技术产业开发区建设国家自主创新示范区，为促进进一步集聚创新资源、加快制度创新。促进高新技术发展、培育战略性新兴产业提供了重要的示范窗口。自主创新示范区是作为高新技术产业化的核心区域，是战略性新兴产业发展的重要载体，为其提供了人才、土地、设施和管理等诸多创新要素。创新政策是支持我国高新技术产业发展的制度保障。

| Abstract: | The government selects some high-tech Industrial Development Zones with the leading ability to build the national innovation demonstration zone,provides important demonstration bases for further concentration of resources for innovation,speeding up institutional innovation,and promoting high-tech development,and fostering strategic emerging industries.From some perspectives including the strategic plan of the national independent innovation demonstration zone,the development of strategic and emerging industries,major national innovation base and the evolution of innovation policy,this paper gives a comprehensive analysis of the institutional background,the space for innovation and policy chose. |
