新型农村合作医疗制度建设中政府的责任

2002年，中共中央、国务院决定在中国农村推行新型合作医疗保险制度。新农合的突出特点主要是由国家财政拨款直接补助参保农民。面对2002年中国的GDP总量首次突破10万亿元。占总人口数60．9％的7．8亿中国农民，有理由享受改革开放所带来的巨大成果。让公共财政的阳光恩泽于农民，也是切实解决“三农”问题，统筹城乡、区域、经济、社会协调发展的重大举措，对于提高农民健康保障水平，减轻农民医疗负担，解决因病致贫、因病返贫具有重要作用。

On the Responsibility of the Government In Developing the New Rural Cooperative Medical System
