| 摘 要： | 在数字图书馆建设过程中,涉及到的法律问题主要是著作权纠纷问题。引发著作权纠纷的主要原因有:现行《著作权法》的著作权许可制度不完善;未充分行使国内立法权。要改变这种状况,须营造和谐的著作权氛围,积极宣传图书馆理念和立场,积极参与立法,多方面提出立法建议。

| Abstract: | During the constructive process of digital library,some legal problems concerning copyright infringement are involved.The main reasons for inducing copyright infringement are as follows:the current "Law of Copyright" is not perfect and no fully-use of national legislative right.To change this situation, we must create harmonious copyright atmosphere;propagandize library theory and position;take part in making laws and put forward legislative suggestion. |
