| Abstract: | In the process introducing,employing and managing foreign talent,Qing Danasty's government developed of the policy with foreign talent.These may be summarized as follows(1)intorducing those persons with real ability;(2)employing foreign talent with high salary;(3)managing foreign talent with contract;and(4)awarding outsanding talent prize.the implementation of the policy improved the introduction of foreign talent and the forepart modernization of china .several disveral disadvantage existed in the policy inevitably. |
