经济基础决定上层建筑,党驾驭市场经济的能力如何,直接关系到和谐社会的建设。驾驭市场经济能力居党的五个执政能力之首,评估党的执政能力高低首先要看党驾驭市场经济的能力如何。本文从政治、经济、社会三个方面提出了评估党驾驭市场经济能力的十个尺度,这些尺度在很大程度上也是和谐社会的评估尺度,或者说党驾驭市场经济的能力越强,社会就越趋于和谐,和谐社会建设的成效就越高。

The Evaluation of Ability in Running the Market Economy and Construction of Harmonious Society

Economic basis determines superstructure,party's ability in running the market economy is directly concerned to the construction of a harmonious society.Party's ability in running the market economy,which is the most important one of the five administrative abilities,should be taken into account first.The author puts forward ten measures for the evaluation of party's ability in running the market economy from three aspects of politics,economy and society,which are measures for the evaluation of a harmonious society to a great extent.In other words,the stronger of the party's ability in running the market economy,the more harmonious a society will be,and the greater the achievements will be made in the construction of a harmonious society.
