青少年强奸犯罪的成因与防控——北京市海淀区未成年人与在校生强奸犯罪的实证审视

北京市海淀区人民检察院2007—2009年办理的未成年人和在校生强奸犯罪的统计数据可以看出青少年强奸犯罪的数量呈直线上升、北京籍犯罪情势严峻、强奸犯罪被害人的自我保护意识差等特点。究其原因是多元的,包括中国性教育桎梏以及父母与孩子沟通障碍、互联网技术的发展并缺乏正确引导、外来务工青少年"性压抑"、城市管理缺位等。预防青少年强奸犯罪,主要应从以下几方面努力:强化企业社会责任,发挥教育的预防作用;学校应严抓不懈,专项开展性教育工作;家长要转变教育观念,维护子女的合法权益;监察机关应发挥预防犯罪职能,综合治理青少年强奸犯罪。

On the Reason, Prevention, and Control of Juvenile Rape Crime

With the advancement of urbanizatin,economy,science and technology development,juvenile rape crime is becoming a more and more serious social problem.The statistics about juvenile and students rape crime from Haidian District Prople’s Procuratorate in 2007-2009 proves this.At the same time,it can be found that the number of juvenile rape crime is shooting up,Beijing citizen’s rape crime is serious,and the victims’ awareness of self-protection is weak.However,its reasons are plural,including China’s sex education restriction,the communication difficulty between parents and children,the development of internet technology without correct guide,juvenile workers’ sex oppression and the shortage of city management.As a result,the relevant preventive and control measures should be social and comprehensive.
