试论构建服务型政府理论依据及其现实必要性

从理论上看,“服务型政府”作为一种新的政府治理模式,是由西方的“主权在民”和我国的“为人民服务”思想或理论决定的。从实践来看,世界经济一体化、加入WTO、全球政府改革浪潮以及我国市场经济的发展、社会矛盾的凸现和各种突发事件的增加,构成了建立服务型政府的外在压力机制和内在动力机制。这种“理论的依据”和“现实的需求”,就使公共服务型政府的建构成为一种必然。

On the Theoretical Foundation and Realistic Demands of Establishing Public Service Government

Theoretically,public-service government,as a new paradigm of governance,is determined by the western ideology "sovereignty belongs to the people" and Chinese ideology "serve the people whole-heartedly".Practically,such factors as global economic integration,the entry to WTO,the world-wide government reformation,the development of market-oriented economy,the intensification of social contradictions,and the increase of contingencies become the driving forces of the establishment of the public service government.Because of these factors,the establishment of public service government becomes an irresistible trend.
