试析印度在伊朗核问题中的平衡外交

国际原子能机构理事会于2005年9月和2006年2月就伊朗核问题是否提交安理会审议进行了两次重要的表决。因为不结盟运动在理事会中占据相当重要的席位，致使印度备受伊朗和美国的拉拢。在这种情况下似乎印度支持一方就会得罪另一方，但印度通过平衡外交做到了既同美国签署了《核合作协定》，又维持了同伊朗的能源合作。本文试图通过详细分析印度的外交行为，来探讨印度怎样在复杂的伊朗核问题中获得经济利益，实现印度利益的最大化。

India's Balancing Diplomacy in Iranian Nuclear Issues

IAEA Board of Governors 2005 and February 2006, deciding had cast two important whether Iranian nuclear votes in September issue should be referred to the Security Council of the United Nations. During the two meetings, India became the focal state and courted by Iran and America to win India＇s support. India, caught between Iran and America, seemed to have to make ＂either or＂ decision under this circumstance, supporting one country and offending the other. However, India had made very sophisticated balancing diplomacy between the two countries. Hence India had inked Nuclear Cooperation Agreement with America on one hand, and maintained the energy cooperation with Iran on the other hand. This paper focused on analyzing India＇s diplomatic behavior, and made it a study case for other countries to learn and follow.
