| 摘 要： | 20世纪末21世纪初,在全球化兴起的时代背景下,沉寂多年的全球治理思想重新兴盛,作为国际社会重要力量的社会党国际也融入到此次讨论之中,并提出了一系列治理新思想,这些治理思想的出台既具有全球主义的本质,又离不开国家利益的局限,因而在现实施行中充满了矛盾.
