政策执行过程研究：社会建构论的视角

指出社会建构论为政策执行过程研究提供了一个全新的视角，认为社会建构论强调现实的社会建构性与行动者的主观能动性，主张行动与规则之间的构造关系；在政策执行过程研究中引入社会建构论，通过展现政策执行过程中政策行动者的创造性和能动性及其他们之间的多元互动关系，不仅有利于揭示现实的政策执行过程，而且有助于重新认识政策文本与政策行动、政策执行与制定的关系。

Research on the Policy Implementation Process:The Social Constructionist Perspective

The social constructionism perspective offers a new angle to study the policy implementation process.It emphasizes the constructive relationship between the social construction in reality and the subjective initiative of the actors,and between the actions and the rules.This paper discusses that in the social constructionist perspective,by the means of showing the policy actors' creativity,capability and interaction between them,it makes us know the policy implementation process in reality and helps us to understand the relationship between the policy documents and actions,between the policy implementation and policy-making.
