基于电子市场的建筑采购模式研究

建筑材料和设备采购是建筑业主要的工作内容之一。目前除重点、重大项目和大型企业的建筑采购按照国家要求采用招投标机制外,多数建筑采购仍处于原始的手工作业状态。通过从建筑采购招投标的适用范围、时间效率和谈判环节设置三个方面阐述了建筑材料和设备采购招投标工作中存在的不足。结合信息经济、电子商务技术特点以及为适应不同建筑采购要求而需要多种市场机制并存的现实情况,构建了基于开放式电子市场的建筑采购模式,并给出应用该模式进行建筑采购的业务流程。

Research on The E -market Based Construction Procurement Model

The procurement of the building material and equipment is the body in construction industry.Currently,the original manual ways are still used for most construction procurements except for the important projects and large enterprises,which must purchase the building materiel and equipment by bidding publicly.The deficiencies in the bidding for the construction procurement are described in this paper from three aspects,including the scope for use,the efficiency and the set of negotiation segments.The combination of the information economy with the characteristics of E-business and the various market mechanisms for different construction procurements forms a construction procurement made based on an open E-market and gives its flow in construction procurement.
