改善我国农信社金融生态环境的路径选择

我国的农村信用社是地方性金融机构,为农村的经济发展提供资金支持,但农信社所处金融生态环境制约了其固有职能的发挥。通过回顾农村信用社的发展历史,分析了农信社金融生态环境建设的意义和存在的不足,认为,加强农信社的金融生态环境建设是促进农信社改革的有效路径。在此基础上,提出了加强法制建设,改善其法制环境;强化农村社会信用制度建设,改善其信用环境;树立服务意识,改善其经营服务环境;建立优秀的企业文化,改善其文化环境;加强会计审计,改善其中介服务环境;规范政府行为,改善其政策环境等对策。

Methods of Improving the Financial & Ecological Environment of Domestic Rural Credit Cooperatives

Rural credit cooperatives(RCC) are local financial organizations which provide financial support for economic development in rural areas.However,the financial and ecological environment of RCCs has restricted the full play of its original functions.This paper reviews the developing history of RCC,analyzes the significance of constructing RCC financial and ecological environment,and points out the problems therein.It holds that such a construction is an effective way to promote RCC reform.On such a basis,it proposes a series of measures to fulfill the foregoing task,including the improvement of legal environment by strengthening legal construction,bettering the credit environment by further enhancing the construction of credit system in the rural areas,improving the business and service environment by forming the service consciousness,upgrading the cultural environment by forming the excellent enterprise culture,improving the agent service environment by strengthening accountant auditing,and improving its policy environment by regulating government behaviors.
