论我国公务员晋升机制之建构

公务员晋升机制是国家公务员制度的一项特定功能，是按照一定的原则、规则、结构安排和运行需要所形成的有关公务员晋升制度，也是国家公务员制度中最具激发力量的激励手段。本文认为从根本上完善我国公务员晋升机制，既要做到“古为今用、洋为中用”，又要“吸取其精华、剔除其糟粕”，既不能割裂现在公务员晋升机制同历史上任官、选官制度的联系，尤其不能丢掉我们党在长期革命和建设实践中富有自身特色的成功做法和经验，又不能割裂和西方公务员晋升制度的联系，同时还必须结合目前我国市场经济的具体情况，从加强思想教育、推进体制建设、完善监督举措、注重晋升机制的策略与措施选择等方面入手，有效防止和纠正公务员晋升中的不正之风，构筑适应我国新时期形势发展要求的健全的公务员晋升机制。

On the Construction of Promotion Rules of Civil Servant

Through objective analysis on the achievements and problems existed in the enforcement of civil servant promotion rules,the author argued that it was necessary to build a completed promotion rules meeting new situations by learning from ancient and foreign rules relatively,considering the market economy development,focus on the selection of strategy and other methods.
