科技计划项目立项决策指标体系的研究

摘    要:本研究基于科技计划的内涵和特征,通过设计科技计划项目专家评审表,说明专家评审结果的处理方法,阐述了政府管理部门的调研形式、内容及作用,构造了多层次模糊综合评估模型,构建了由专家、政府管理部门、数学评估模型三层面结合的科技计划项目立项及其资助额度的决策指标体系。

Abstract:Based on the connotation and the characteristic of science and technology planning and through designing the expert review table of science and technology planning projects, this paper mainly clarifies the processing method of expert review result. Meanwhile, the form, the content and the function of the survey made by government administrative department have also been discussed. Finally, the multilevel fuzzy comprehensive evaluation model has been constructed, and the decision-making index system of science and technology planning project approval and its subsidy amotmt have been established by means of trilateral decision-making of expert review, government administrative department, and mathematics comprehensive evaluation model.
