| 摘 要： | 通过对以德治国和依法治国的内涵的分析可知,以德治国是依法治国的基础,依法治国是当下我们要追求的首要目标.要正确认识和准确把握两者的关系,使以德治国和依法治国紧密结合,相互促进.同时,要准确地理解德治与法治的含义,避免片面强调法治或德治.

| Abstract: | Through analysing the connotation of governing the country by the virtue and by the law we can see that governing the country by the virtue is the foundation and governing the country by the law is the first purpose we pursue at present.The relation between the two sides should be realized correctly and mastered exactly in order to govern the country by combining the rule of law and the rule of virtue and make them develop each other.At the same time the implication of rule of virtue and rule of law should be correctly understood so as to avoid putting undue emphasis on any of the two. |
