| 摘 要： | 党的十六大提出要“全面提高对外开放水平”,怎样才能达到这个要求？这就是第三代中央领导集体早在十五大就已明确提出、在十六大又再次重申的“走出去”战略,即“坚持‘引进来’和‘走出去’相结合”。对此,作者特别从历史背景、现实意义、战略措施和应注意的问题等几方面作了阐释。
