| 摘 要： | 现行的投资管理体制仍然是计划经济的遗留物 ,已经不能满足现实经济发展的要求 ,由于存在严重的权、责、利、效不一致问题 ,现实投资领域中一系列问题都源于此。在对此进行因素分析的基础上 ,作者提出了明确政府职能定位 ,推行项目登记备案制 ,实行投资业主负责制等改进意见。

| Abstract: | The present management structure of investment is still the remnant of the planning economics, therefore, it is not capable of satisfying the needs of modern economic development. A series of problems in investment originate from the unconformity of right, responsibility, interests, and efficiency. With all these factors analyzed, the authors put forward such corrective countermeasures as clear orientation of government function, files of program registration on record, and the system of investor's responsibility, etc. |
