论我国国有资产的统一所有及其实现

围绕我国国有资产的国家所有实现形式,无论在实务界还是理论界都存在着诸多争议,尤其是国有资产产权的纵向安排,即采用统一所有或是分级所有形式,不仅关系着国有资产管理体制的改革与完善,更是关系着社会主义公有制本身的巩固与完善。国有资产的统一所有,除了借鉴多种学说理论的基础,更多的是回应了我国基本的政治、经济制度和我国经济体制转轨的进程及未来方向的选择。

On Unitary Ownership of State-owned Asset

The state-owned asset plays a critical role in the Chinese market,and has a strong connection with China's socialism.So how to own and run state-owned asset in socialist market economy is not only a problem of theory but also of practice.Focuseing on the vertical relationship of the ownership of the state-owned asset,this essay discusses the relationship between central and local governments on the fair of state-owned asset management,analyses the history of state-owned asset management,the construction of the state-owned asset management power,and finally draws to a conclusion that unitary ownership can be a better choice.In a unitary ownership system,the power of the state-owned asset management should be allocated by law,and related institutions need to be reformed.
