| Abstract: | The paper, out of the reality that Chinese population is increasing tremendously, economic construction is accelerating, water demand is rapidly growing year by year, it is getting warmer and warmer, drought with little rain will last till 2015, and water ecological environment in North China is worsening, expounds that building dams in areas rich in water resources to regulate water supply is a must and is in accordance with the development principles of ecological economics and international water laws. |
