中国经济现代化的发展路径

以倾斜政策主动建立东部与中西部的二元结构,形成要素流动落差和经济势能,对启动我国经济增长“列车”、迅速增强国力具有重要意义,并开辟了有中国特色的“旧二元-新二元- 新一元”的现代化发展道路;目前的区域二元结构只是中国经济现代化发展过程的一个阶段,最终要实现在更高生产力水平上的“一元化”。提出了政府在现代化四个阶段确定不同调控目标、建立“次区域二元经济”结构以加快落后地区发展等政策建议。

The way of developing China''''s economic modernization

To initiate a bi-structure of the eastern areas and mid-western areas by means of a priority policy so as to form a flowing drop of elements and economic potential is of great importance to start the train of increasing our economy and enhance the nation's power more quickly. This opens up a way for modernization with Chinese characteristics, that is, from Old Binary to New Binary and to New Unified. The present two -area structure marks only a stage in the development of China' s economic modernization. In the end a unified structure of productivity on higher levels will be realized. The author of this paper offers some suggestions for the government to set up different goals at the four stages of modernization and to establish a bi-economy structure in the secondary areas for speeding up the development of backward areas.
