| 摘 要： | 农民社会保障权益缺失已是不争的事实。农民社会保障权益的缺失主要表现为农民社会保障实施主体责任未明确、客体多数未覆盖、内容多数未享有、手段操作未完善、目的实现不理想等,其根源在于社会认知不足、社会经济发展滞后、政府职责履行不够等。针对这些原因,我们应采取相应的农民社会保障权益保护对策。

| Abstract: | It is an undisputable fact that peasants lack rights and interests of social security. There are many representations of the lack, for example, the main executing body's responsibilities are not clear, most of objects are not covered with society security, peasants don't enjoy most contents of social security, means don't work, etc. It roots in the lack of society recognition, the low degree of economy ,and the inadequate fulfilling of government's responsibility. We should take corresponding countermeasures to protect peasants' rights and interests of social security. |
