| 摘 要： | 近年来,国际海盗罪行再次成为国际社会关注的焦点问题之一。该文从研究海盗罪的概念及特征角度出发,重点分析了海盗的认定与惩治,针对国际海盗犯罪的特点,提出有效的防治措施。

| Abstract: | Recent years,international pirate crime has become one of the focus problems which arouses great concern to the international society.The paper,starting from studying the concept and characteristics of the pirate crime,chiefly analyzes the affirmation and punishment of pirate crime.According to the features of international pirate crime,the paper also puts forward some effective preventive measures. |
