基于政务舆情的区域营商环境评价研究

优化营商环境是我国实现经济社会高质量发展的基本方略，依赖统计数据和问卷调研的营商环境评价能够反映某一时间截面区域营商环境的宏观状态，但缺乏动态性。而政府信息平台所积累的社情民意信息能够反映区域营商环境的微观变化。根据区域营商环境的内涵可从社会环境、市场环境、政务环境和法制环境4个维度构建区域营商环境评价指标体系。将该指标体系细分为15个二级指标与40个三级指标，根据文本分词和统计分析测算相关指标的权重，发现权重较高的三级指标包括市政管理、社会事务管理、物业管理、社会保险和违章管理等。

Research on regional business environment evaluation based on public opinions on government affairs

Optimizing business environment is the basic strategy to achieve high-quality economic and social development in China. Business environment assessment based on statistical data and questionnaire survey can reflect the macro state of business environment in a certain time section, but it lacks dynamic. The public opinion information accumulated by the government information platform can reflect the micro changes of regional business environment. According to the connotation of regional business environment, the evaluation index system of regional business environment can be constructed from four dimensions: social environment, market environment, government environment and legal environment.The index system is divided into 15 secondary indicators and 40 tertiary indicators. According to the text segmentation and statistical analysis, the weight of relevant indicators is calculated. It is found that the tertiary indicators with higher weight include municipal management, social municipal management, property management, social insurance and violation management.
