渔民最低生活保障问题研究

渔民最低生活保障制度是社会保障体系的一部分。渔民从业环境逐步恶化,收入增长明显减缓;大多数渔民只具备单一捕捞或养殖技术,文化水平普遍较低,一旦弃船上岸再就业困难大;渔民最低生活保障与城镇居民最低生活保障的水平差距很大,保障政策不足、资金不多、项目少、覆盖面窄。加强渔民最低生活保障制度建设,对于解决民生问题、体现社会文明公正、建设社会主义新农村和促进社会和谐具有重要意义。要提高认识,完善相关法律法规;多渠道筹措资金,保障最低生活保障制度;合理确定保障基本线,准确界定保障范围;积极创造条件,帮助渔民实现再就业,解决渔民的最低生活保障问题。

On Fishermen's Minimum Living Security System

Fishermen＇s minimum living security system is a part of the social security system. Currently, fishermen＇s business environment is going downhill and their revenue growth is slowing significantly. Most fishermen＇s fishing technology and aquacultural skill are quite simplistic. What＇s worse is that they are commonly poorly-educated. As a result, once they have to leave the sea and give up fishing and aquaculture, they will be likely confronted with the difficulty of reemployment. However, a big gap between fishermen and urban residents exists in the current minimum living security system. How to improve the fishermen＇s minimum living security system is of great significance to solving livelihood issues and building the socialist new countryside. Countermeasures related with establishing a minimum living security system are put forward, such as improving relevant laws and regulations, financing from different channels, establishing a reasonable security basic line, and helping the fishermen realize reemployment.
