| 摘 要： | 实现舟山经济跨越式发展的关键在于人才的集聚、开发与使用.为了加速人才队伍的建设,需要彻底更新观念,调整思路,转换机制,集合各方力量,从观念、体制、政策、机制上全面创新"人才工程".同时,利用大项目建设招贤引智,并依托高校与科研院所建设人才培育基地,带动本土人才队伍的整体提升.

| Abstract: | The crux of realizing the leap development of Zhoushan economy lies in the gathering, developing and training of qualified personnel. It's essential for us to update our ideas, regulate our train of thought and change our mechanism, collecting all kinds of forces to innovate " talent engineering" in the aspects of ideas, system, policy and mechanism, so as to speed up the construction of qualified personnel. Meanwhile, we can recruit men of worth by taking advantage of the construction of big projects and build the personnel training base by relying on the institutions of higher learning and scientific research institutes in order to promote the local qualified personnel as a whole. |
